Hellenism Abroad is an integral part of the Nation. Hellenism everywhere, with
proper coordination and actions, can provide solutions to the problems facing
our country, with the basic condition, of course, that self-organized Hellenism
will stay away from petty party expediencies and sterile antagonisms. And Greece
has always needed and needs its children united. Especially today, when our
national issues are going through a major crisis, vigilance is required, because
decisions that will be taken in the near future will initiate developments, the
consequences of which will be decisive for national issues and especially for
our sovereign rights.
And we have no right to downplay the struggles of Greeks
everywhere for Greece, on the altar of the supposedly "realistic" or
"modernizing" foreign policy:
We are not negotiating our historical rights for Macedonia and we will not allow
any forces hiding behind Skopje to create a security problem for Greece.
Thoughts of compromise in the name and pressure from abroad meet with a big "NO"
from all Greeks.
We are not negotiating any pseudo-plan for a solution to the Cyprus problem,
which will equate the majority of Greek Cypriots with the minority of Turkish
Cypriots in the governance of the island.
We are not negotiating the eternal Greek civilization in the Aegean Sea and the
rights of its inhabitants, which are enshrined in international law. Turkey is a
permanent threat to our country. A threat that is constantly encouraged and
growing due to the unacceptable and provocatively biased attitude of foreign
governments that are supposedly our allies and with which we are united by
common struggles for the ideals of freedom and democracy.
Our response is high morale and a strong deterrent against any attack.
The message should be given in every direction - and especially to Turkey - that
Hellenism, when threatened, has neither differences nor reservations. It obeys
only the voice of its national consciousness and its history.
Everyone is aware of the enormous contribution of Greeks abroad. The least that
the Greek state has an obligation to do by recognizing this offer is to allocate
resources and undertake actions, given that the expenditures required to finance
actions concerning Greeks abroad and their support are minimal compared to the
social and national benefit achieved. And action must be taken in two
directions:
First: To support the expatriates who remain in the host country and will
concern language, education, culture, communication, information and
Second: For the support of the expatriates who wish to return to their
homeland, and it will concern the formation of favorable conditions for their
return, and their harmonious reintegration into Greek society.
With the policy axes of what was previously mentioned, we
propose the following:
The re-establishment of the Deputy Ministry of Hellenes Abroad with increased
responsibilities or the upgrade of the Gen. G. Hellenes Abroad to a Permanent
Deputy Ministry of Hellenes Abroad, in order to minimize the issues whose
solution requires decisions of competent Ministries.
SAE should be freed from the state embrace and acquire its own Administrative
and Financial Autonomy. Because the more it depends on the state, the less its
degree of freedom in actions and national contribution decreases.
The creation of information networks within the framework of the World Council
of Hellenes Abroad, for business, cultural, scientific and professional
activity, as well as a network that will provide answers to practical issues
faced by Greeks Abroad. Technology gives us the opportunity to create the
"Networks of Hellenism" through which, in today's era of globalization,
Ecumenical Hellenism ensures an effective tool for its action.
The creation of Institutes of Greek Language and Culture in all the centers of
the Diaspora. The staffing will be done with expatriate teachers and teachers
from the yearbook of the Ministry of Education. Education, who have the
necessary qualifications, at a rate of 50% for each category
The strengthening of the university chairs of Greek Culture and Greek Language
by any appropriate means and the support of every effort for their
multiplication.
The reorganization of the EIYAPOE (National Foundation for the Reception and
Rehabilitation of Repatriated Greeks Abroad) and the strengthening of its role
as a policy body, along with the revision of the policy of creating settlements
for the expatriates returning to their homeland, in order to avoid social
exclusion for themselves and their children. The creation of mixed settlements
is the optimal solution.
Programs for the learning of the Greek language for career guidance, vocational
training and entrepreneurial action, are considered necessary in order to
provide the necessary support on the issue of employment, when expatriates
return to their homeland.
