Public Administration is not just an executive instrument.
It is the daily revelation of its ethos and style power: Decline, hydrocephalus,
dealing.
It is, unfortunately, the trap for any development initiative, while at the same
time confirming at every moment the institutional dissonance. The Greek Public
Administration, without autonomy and creativity, without inspiration and
solvency but with inadequacy and ignorance of the problems of the place, is
captured in the As a result, it is not possible to determine the exact cause of

their narrow party interests. For Its structural weaknesses are not surprising.
They are simply made more accepted by public opinion, as well as its
incompetence, as something natural and inevitable. Thus the relationship between
state and citizen inevitably became competitive.
The state is modern, bold and decisive that we need. The revolution of
consciousness, the revolution of mentality must also be done in the Public
Administration. Spring proposes radical reforms with imagination and boldness.
Why by Greek standards It is daring to seek, with concrete proposals, decoupling
of the state machine from the wagon of partisanship, from the relation with the
respective government.

the challenges of the times. Spring sets a specific and particularly important
goal: To create the efficient, dynamic, flexible, seamless and productive
POLYCENTRIC STATE. The State that will be born through a substantial
decentralization will thus weaken its "principality" at the same time. Athens,
i.e. today's peculiar centralized state of the capital. The Polycentric State
will be aware of the problems and needs of every region, of every prefecture, of
every province. The decisions on The issues of each region will be taken up on
the spot with the participation of of the inhabitants of the area, through the
institution of Local Government. The Polycentric State will thus allow its
essential responsibilities leave Athens and be transferred to the countryside,
so that to give it life, authentic economic and cultural development and
administrative autonomy. Its operational efficiency will therefore be secured
against the hydrocephalous State of Athens. Athens remains the political and
historical capital of Greece, but only with responsibilities of strategic
importance.
However, the creation and especially the operation of the Polycentric It
requires institutional reforms across the spectrum of the Administration. These
reforms will form the foundations of the State of Tomorrow, which will be,
together with the bold private individual, the the main lever of Greece's
development in the orbit of the21st century.
Spring, already in its Founding Declaration, had correctly provide for
interventions at the constitutional level - which always considers it imperative
- in order to:
a) Na Constitutionally enshrined entry into the wider public sector with a
Panhellenic competition system.
b) Na Constitutionally establish the control of major projects and procurements
of the Administration by an Inter-Party Committee of the Parliament with the
participation of judicial officer.
Apart from these two proposals, which always maintain their topicality, Spring
considers that interventions are necessary at the legislative level in the field
of Public Administration for the following Issues:
1. Areformation of the Civil Service Code, restoration of the Hierarchy and
responsibility, while limiting the role of recruiters employees in
decision-making.
2. MIsthological coverage of the entire Public Sector by five distinguished
payrolls: The educational, administrative, financial, technical and health. In
this context, the salary scale will be reformed of Public Servants, its
connection with the rating and development of Public Servants in the above
echelons based on the qualifications and not party identity.
3. Restructuring of organizational units in order to improve functionality to
limit the overlapping of responsibilities, to Saving personnel, in parallel with
the abolition of services that are underfunctioning.
4. P computerization of the Administration.
5. Theessential and continuous training of staff.
6. Arestoration internal control mechanisms and the adoption of a corresponding
institution to the Ombudsman
(See also provision for institutionalization ("Ombudsman") of the Citizen"), as
far as Local Government issues are concerned, the Spring proposals for a
democratic, flexible and efficient Local Government).
7. Arestoration the credibility of the Public Administration with its strict
obligation (and at the level of personal responsibility) for the implementation
of decisions of the Courts but also for the restoration of damages suffered by
governed by its unlawful acts or omissions, with A rigorous reform of the legal
framework on civil liability of the State.
8. Definition to fifteen (if constitutionally possible), of the number of
Ministries with a parallel restructuring of the Services and substantial, not
verbal, decentralization of their services, but also the decision-making
process.
9. Areformation and strengthening the institutional framework of
decentralization, for the creation of of an effective Polycentric State.
